Well, that's not entirely true.. the reason the cases are still on is that when I originally drew this sans-case, it just looked wrong - people don't necessarily recognise bullets without the shell casing... so I took a bit of poetic license and drew them with their cases still on. It's one of the benefits of creating a fictional world. I don’t know.
